Independent technical & proposal consulting

Strong science deserves a proposal that survives review.

Biller Scientific, LLC helps companies turn hard technical work in materials science, electromagnetics, and magnetic resonance — and beyond — into experiments, proposals, and commercialization approaches that hold up under scrutiny.

"Resonance; achieving maximum output for the supplied input. Whether power in an electrical circuit, technical narrative in a proposal, or commercialization approach, Biller Scientific helps you get the most out of your technical capabilities."

What I do

Four avenues of support, one technical standard.

Each engagement stands on a foundation of chemistry, physics, and electrical engineering, paired with deep experience in winning work and ensuring it's well executed.

PROPOSAL DEVELOPMENT TECHNICAL WRITING

Proposal Development

Technical and R&D proposals, including SBIR/STTR, BAA, IDIQ, and OTA funding structures — built on a proposal process refined over 22 federally funded projects. Early drafts, disciplined weekly check-ins, and a special focus on balancing the technical work with pricing strategy to deliver amazing results for the sponsor.

  • Technical narrative and approach sections
  • Solicitation and requirement mapping
  • Budget and technical narrative alignment
COMMERCIALIZATION PLANS MARKET / TECH FIT

Commercialization Plans

A credible path from lab result to product, built by a DOE I-Corps-trained lead who has run commercialization strategy across an entire SBIR/STTR portfolio.

  • Market and competitive positioning
  • Technology readiness and transition milestones
  • Customer discovery framing for technical teams
DESIGN OF EXPERIMENTS STATISTICAL PLANNING

Design of Experiments

Experiment plans that isolate the most impactful variables, sized to answer the question in the most efficient way, all while adhering tightly to project budget and timeline.

  • Screening and boundary condition definition
  • Test matrices reviewers and funders can follow
  • Results interpretation and reporting support
RED TEAM REVIEW ADVERSARIAL READ

Red Team Review

An independent, adversarial read of a proposal your team has already built — from someone who has served as an NSF and DOE panel reviewer. The patience to walk with you through strategies to better align your narrative with the needs of the sponsor.

  • Technical soundness and internal consistency check
  • Reviewer-perspective scoring against the solicitation
  • Prioritized, specific revision notes
How engagements work

Built to enhance your team.

SCOPE

Define the deliverable

A short call to establish the solicitation, deadline, and what "done" looks like.

WORK

Direct technical involvement

Work happens with your technical leads directly, or with the technical and support teams when a "translator" is required.

HANDOFF

Documented and reusable

Deliverables and review notes are written so your team can act on them and are clear about the plan moving forward.

// FIELD NOTE

"Starting early buys time to find the holes in your own narrative — and time to bring in an outside, adversarial read before it goes out the door."

Trained to do the science. Practiced at defending it on paper.

Biller Scientific, LLC is built around a single principle: the strongest proposals and most successful projects are driven by a clear understanding of the work the technical team is enabled to do, matched well with the sponsor need.

Seventeen years of federal and corporate R&D — as a Principal Investigator on 16 federally funded projects, a group leader, and most recently an R&D manager leading electromagnetic shielding strategy for the cryogenic environments behind quantum computing — sit behind every engagement, alongside firsthand experience on the other side of the review table as a panel reviewer.

An excellent proposal is constructed deliberately, and systematically, not improvised: early drafts, disciplined weekly check-ins, and an outside, adversarial read before anything goes out the door. At the same time, unique solutions to difficult problems require creativity. Truly novel R&D requires achieving a milestone, but allowing your team the flexibility to traverse multiple paths to get there. Let's work together to focus bright ideas into tangible output the sponsor and the team will be energized by, and all stakeholders will be proud of.
